Sheff Wed Faces a 'Significant Problem', States New Football Authority

'Our role is integral to football's future' - football oversight chief David Kogan

Sheffield Wednesday's ongoing struggles constitute a "significant problem" and the independent regulator is seeking powers to examine team situations in such situations, the newly appointed chairman David Kogan has stated.

Through a comprehensive talk, the regulator, who was appointed on Monday, showed understanding towards the club's followers.

Kogan met with four fan organizations connected to the Championship side recently.

The football club have been facing challenges both on and off the pitch in this season, with the club failing to pay players on time on multiple instances, including in last month.

"Obviously the club has become a major concern for the league and a significant problem for football," the chairman stated.

"Sheffield Wednesday is one of the iconic names for English football and this week we have met supporters' organizations.

"We are seeking authority... which will enable us to take the club and similar situations referred to us if they need to be investigated and acted upon."

Financial Struggles and Ownership Situation

The club's controversial proprietor Dejphon Chansiri indicated in the summer he would be prepared to relinquish control at their home ground, but he has been unable to finalize an agreement with potential new owners.

Missed wage deadlines on time in March and May resulted in restrictions being imposed by the football authorities in June, preventing the club from carrying out any transfers or loans for the following recruitment periods, although those limitations were removed in late summer.

Authority's Position

The chairman stated: "Our role exists to serve the supporters of Wednesday, Bury or any football club where people are committed to a community organization that has existed throughout their lifetimes in multiple situations.

"I have absolute sympathy for Sheffield Wednesday, as I do for each organization that since 1992 have gone to the wall, or approached financial ruin, for reasons that have nothing to do with the fans themselves."

When asked if the oversight body could require an proprietor to divest a club if they are deemed unsuitable, the regulator answered: "If your question is 'would we intervene in the final instance?', the answer is once we collect the information and comprehend the circumstances, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to collaborate with owners.

"Our least desirable course of action is commence engagement with an individual club, an individual owner, without being in a position to cooperate with that proprietor to address the issues that the club's facing and the owner's facing," Kogan said.

"In actuality, when you look back over the history of the game, over the last 20 or 30 years there have been particular chairmen, not many, but some who have been irresponsible in the manner they have operated their organizations and finally don't wish to take responsibility for the coming years."

'Errors may undo substantial development'

Kogan met with officials from numerous teams to detail the scope of the authority recently and maintained it represented a "progressive gathering" with a "substantial involvement" from the National League to the Premier League.

"The role holds considerable importance, because if errors are made, if the football community fails, the extraordinary progress that's been made might evaporate rapidly," Kogan said.

"This represents everyone's worst fear in the context of the English game is a major achievement - we need to continue the progress.

"There's an enormous amount of money flowing into the game and has been channeled for the past two decades, because there's no guarantee it will persist in entering the game, which is one of the reasons why I think we have to take a really clear view on potential dangers and naturally, of the immediate future."

Premier League Concerns

Elite division representatives objected to the formation of an authority because of fears of a negative impact on the top-flight's competitiveness, but the chairman responded: "I fully support the achievement and development as an economic entity of the Premier League.

"Being fully aware of the concern of undermining the Premier League as a premium product of England. But simultaneously, if you talk to the Premier League after this week's discussion, they would have had a significant degree of comfort -and, indeed, they have been informing us confidentially they have a considerable comfort."

Partisan Associations

The regulator remains subject to a "full inquiry" by the official appointments authority after he revealed he contributed money to the political party in recent years.

The 68-year-old donated money to Culture Secretary the minister's leadership bid, along with that of the current Prime Minister.

"I've been completely open about my former ideological connection [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," the chairman stated.

"I am no longer involved in any sort of politics."
